PROGRAM ANALYST (HUMAN CAPITAL)
You will serve as a Program Analyst (Human Capital) in the REGIONAL WORKFORCE POLICY AND PROGRAMS of COMMANDER NAVY REGION EUROPE.
- You will plan and execute a diverse and complex set of Human Capital Management programs for the Command.
- You will develop effective performance measures of success in various workforce program areas and use these tools to evaluate the overall effectiveness of Human Resource programs and initiatives.
- You will recommend appropriate courses of action to hire new personnel, convert spaces or change requirements to accommodate current workload.

- You will conduct complex analytical studies that are of special interest to specific Human Resources workforce activities or programs, and participates in unusual, controversial, and sometimes highly sensitive aspects of the program.
- You will serve as the expert for the program, providing key input to policy development and/or implementation to management.
Requirements
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing human capital plans to forecast demand, estimating the staffing levels and competencies required in the future workforce AND Devising and recommending integrated approaches to provide long range program plans, goals, objectives, and milestones AND Conducting fact-finding and analysis to identify and clarify problems or relevant issues AND Developing, analyzing, and evaluating new or modified workforce program policies, regulations, goals, and procedures that provide guidance addressing recruiting, retention, and force balancing AND Providing on the job training to new employees in accordance with established procedures and practices, maintaining current knowledge and answering questions of other employees on procedures, policies, and/or directives, AND Providing key input to policy development and/or implementation to management.
