Management and Program Analyst
About the Position: Serves as a Senior Management and Program Analyst, providing strategic resource management of one or more diverse portfolios for the United States Africa Command (USAFRICOM).
- You will oversee program managers in the development of cost, schedule, and performance factors for use in justifying, defending and allocating resources, including advocating for capabilities and resources on behalf of HQ USAFRICOM.
- You will serve as the focal point for assigned portfolio management functions for USAFRICOM.
- You will advise the Command’s leadership and principal staff on advocacy positions, resource planning, programming policies, and procedures to optimize the use of resources.
- You will be responsible for developing overall portfolio baseline plan with cost, schedule and performance parameters to provide capabilities to meet validated and prioritized operational requirements.
- You will be responsible for overseeing programmatic execution to include performing day to day program management functions.
- You will develop, conduct and manage mid- and long-range studies and projects pertaining to resource management practices and plans.
- You will communicate warfighter requirements and capability gaps to inform Joint Force capability development and design processes (Joint Capabilities Integration and Development System).
- You will advise USAFRICOM directors on acquisition and financial support requirements, proposed schedules and management support needed.
- You will interpret and assess the impact of congressional, OSD, JCS and CCSA actions, directives, policies and guidance upon USAFRICOM’s programs and resources, particularly when such information has cross-functional impacts.
Requirements
TERM APPOINTMENT: Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience at or equivalent to GS-13 which includes (1) Advocating for resources and advising staff on resource planning, policies, and procedures to optimize and maximize the effective use of available resources. (2) Developing a detailed program analysis and baseline plan that includes cost, schedule, and capability constraints to achieve identified operational goals AND (3) Synthesizing large amounts of data and developing program and decision briefings on significant planning and programming initiatives for leadership. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
